New Neighborhoods and Country Drives

Asphalt paving in Berthoud covers two very different kinds of property. The town doubled between 2010 and 2020, from 5,105 to 10,332 people, so many driveways are in newer subdivisions. Around them are acreages with long gravel drives off county roads. One owner wants to keep a five-year-old driveway looking new; the next wants to stop grading ruts out of a quarter-mile lane every spring.

A town that moved uphill

Berthoud started on the river bottom of the Little Thompson. In the early 1880s the railroad found steam engines struggled to climb out of the valley, so during the winter of 1883 to 1884 several buildings were rolled on wheels by draft animals to a bluff about a mile north, where the town sits today. Today the town spans parts of Larimer and Weld counties, with 10,071 residents on the Larimer side and 261 on the Weld side in 2020.

US 287 and the bypass

In the 1920s Mountain Avenue became part of the paved state highway that later became US 287. In 2007 the highway was rerouted north and west around town, taking through traffic off Mountain Avenue. Business lots downtown and along the new alignment have different needs: downtown, it is patching and restriping older lots; on the bypass, it is pavement built for truck turning.

Town right-of-way permit

Berthoud requires a right-of-way permit for work or obstructions that affect public right-of-way. The application needs a certificate of insurance with workers' compensation, naming the Town as certificate holder and additional insured, and review takes up to ten working days after all documents arrive. Inspections are booked at least 48 hours ahead. If your project reaches the street, we plan for that time.

Rural drives

For properties outside town limits that connect to a numbered Larimer County road, the county requires an access permit, $50 for one or two homes, with at least a 15-inch culvert where one is needed. For long drives, recycled asphalt millings over a graded base are often the economical choice; for shorter drives near the house, hot-mix gives a cleaner finish.

Choosing between options

For a typical Berthoud subdivision driveway, the main question is maintenance versus replacement. For an acreage, it is surface type: hot-mix, millings or a mix of both. We bring prices for each option to the estimate so you can compare them on paper.

Newer driveways

New subdivision driveways do best with a first sealcoat a few months after they are laid, crack sealing as cracks appear, and attention to sprinkler overspray along the edges, which keeps clay soil wet and soft. Call (970) 717-1592 or

Berthoud Questions

Does Berthoud need a permit for driveway work?

Work that affects the public right-of-way needs a Town ROW permit with an insurance certificate. Paving entirely on your lot usually does not. We check at the estimate.

Is a millings driveway a good idea for my Berthoud acreage?

For a long rural drive, often yes. It costs less than hot-mix and is firmer than gravel. Near the house, hot-mix gives a cleaner edge.

My subdivision driveway is cracking already. Why?

Often it is water at the edges from sprinklers or downspouts soaking the clay. Sealing the cracks and moving water away helps; badly heaved sections need base repair.

Which county is my Berthoud property in?

Most of Berthoud is in Larimer County, with a small part in Weld County. That matters for rural access permits outside town limits.

Can you repave a downtown Berthoud business lot?

Yes. Older lots near Mountain Avenue often need patching of failed areas, an overlay and new striping. We phase the work so the business stays open and check whether the entrance reaches Town right-of-way.

How long does a Berthoud ROW permit take?

The Town reviews applications within up to ten working days after it has every required document, including the insurance certificate. We plan the start date around that.
